Analysing the development of the operating environment forms an important foundation for recognising development targets that are relevant to Lapland and for specifying actions. In terms of regional development, it is vital to perceive the situation of Lapland as a whole with its strengths and weaknesses. Information about the operating environment is needed, for example, in specifying the strategic focal points for the operations of the Centre for Economic Development, Transport and the Environment (ELY) and Regional State Administrative Agency (AVI) and preparing the Regional Programme for Lapland and the implementation plan.
Information about the current state and future outlook of the operating environment in Lapland is being collected through expert co-operation by the Centre for Economic Development, Transport and the Environment in Lapland, the Regional State Administrative Agency and the Regional Council of Lapland. Other parties that helped write the description include the University of Lapland, Lapland University of Applied Sciences, Lapland Police Department, Lapland Border Guard District, Länsi-Pohja Hospital District, Lapland Hospital District and the Sámi Parliament. The aim of the analysis is a shared outlook of the operating environment in Lapland that assesses the condition of the region in a diverse way. The analysis describes the current situation and the future outlook until 2020. In addition, every theme has been assessed through SWOT analysis (strengths, weaknesses, opportunities and threats of the current situation until 2020).
